South Dakota targets outcomes of increased high-school completion and entry into skilled trades for Native American youth aged 14-24 living on or near the nine reservations. These outcomes matter because the state faces simultaneous population decline in rural counties and unfilled positions in energy extraction and precision agriculture. Implementation requires programs to operate through tribal schools or community colleges and to report annual placement into registered apprenticeships within the state.

Geographic anchors include the 77,000 square miles of reservation land and the Missouri River corridor that separates the four largest tribal nations. Economic composition relies on agriculture, ethanol production, and limited tourism that offers few year-round positions for young workers.

Infrastructure limitations center on seasonal road closures and broadband speeds below 25 Mbps in 61 percent of reservation housing units. Demographic patterns show 42 percent of the Native population under age 25, creating a concentrated cohort that could address workforce shortages if skill pathways are created.

Unlike North Dakota applications, South Dakota requires tribal council resolutions for any off-reservation work components due to the unique jurisdictional boundaries established under PL 93-638.
