South Dakota’s veteran population is distributed across a low-density geography that creates persistent workforce gaps in service delivery. The state’s 66 counties include large tribal lands and agricultural districts where the nearest Veterans Affairs outpatient clinic may be more than 90 miles away. American Community Survey estimates indicate that 8.2 percent of the state’s adults are veterans, yet the ratio of trained case managers to veterans falls below one per 400 in non-metropolitan areas.

Workforce constraints arise from the concentration of trained personnel in Sioux Falls and Rapid City. Counties in the Missouri River basin and the western ranching districts report chronic vacancies for positions requiring both VA benefits navigation and behavioral health first aid. Seasonal agricultural labor demands further limit the pool of residents available for part-time outreach roles. Broadband access remains below 70 percent in several northern counties, restricting remote coordination between veteran service officers and regional support centers.

Infrastructure limitations include the absence of dedicated veteran resource centers outside the two largest cities. Existing county courthouses often double as service points without private meeting space or secure records handling. Transportation barriers are acute for veterans in counties without public transit, particularly during winter months when road conditions isolate smaller communities.

Proposals must include letters of support from at least three county veterans service officers and provide a staffing plan that accounts for travel across counties averaging more than 1,200 square miles. Budgets should reflect realistic recruitment timelines given the state’s labor market data and must demonstrate how new positions will maintain coverage during peak planting and harvest periods. South Dakota applications that fail to address seasonal workforce availability receive lower technical scores.
