Only entities with established primary care affiliations in at least four of South Dakota's five health planning districts qualify. Applicants must demonstrate prior experience delivering education campaigns through tribal health programs serving the nine federally recognized tribes located within state borders. Documentation of mobile unit access or agreements with critical access hospitals is required because fixed facilities are absent in 19 counties.
Realities of application include the need for bilingual materials in English and Lakota or Spanish, given that 11.3 percent of screened-eligible residents in border counties speak a language other than English at home. Data collection must align with the South Dakota Department of Health's cancer registry format, which uses different staging variables than neighboring states.
