Most operations are family-scale with annual revenues below $250,000, leaving little margin for replicated trials on water-use efficiency or pest-threshold modeling. The state has no dedicated enology research station; the nearest university facilities are 250 miles away in Nebraska.

The grant supports development of vineyard sustainability solutions specific to these conditions. Applications must include soil-test datasets from the South Dakota Agricultural Experiment Station and demonstrate that proposed treatments will be evaluated across at least two elevation bands in the Black Hills.

Review criteria require detailed cost-accounting that separates irrigation, frost protection, and soil-amendment expenses using current South Dakota Farm Bureau input prices. Proposals lacking a local cooperator to supply equipment for mechanical weed control receive lower technical scores.
