South Dakota allocates these grants exclusively to coaches serving tribal communities on the nine federally recognized reservations. Eligibility requires current employment or volunteer status with a program operating inside the external boundaries of the Cheyenne River, Pine Ridge, Rosebud, or Standing Rock reservations, or with urban Indian centers in Rapid City and Sioux Falls that draw at least 40 percent of participants from reservation households.
Applicants must submit tribal enrollment verification or a letter from the tribal education or recreation department confirming the coach's role. Training plans must incorporate content on Lakota or Dakota cultural protocols for youth activities, developed in consultation with tribal historic preservation officers. Standard national coaching courses alone do not satisfy the requirement; supplemental modules on reservation-specific consent and kinship practices are mandatory.
South Dakota differs from Montana and Nebraska because its tribal lands are concentrated in a smaller number of counties with distinct jurisdictional rules governing youth program liability and facility access. Applications must therefore reference the specific tribal council resolution authorizing the soccer program rather than general state nonprofit status.
Review panels examine whether proposed training addresses documented gaps in coach retention on reservations, where turnover exceeds 60 percent annually according to Bureau of Indian Education reports. Awards average $2,950 and require a post-training summary submitted to both the granting body and the relevant tribal education committee within nine months.
Coaches without prior experience on reservation lands are ineligible; preference is given to those who have maintained consistent program hours for at least two seasons within the prior three years.
