The South Dakota Arts Council 2023 survey recorded 47 unfilled part-time teaching positions in visual arts across non-metro counties, with average applicant pools under three qualified candidates per opening. Mobile delivery models must therefore incorporate vehicle maintenance logs and driver certifications alongside instructional content.

The funding opportunity requires applicants to submit route maps covering at least four counties per quarter and to maintain equipment inventories that can be audited by the state department of education.
