South Dakota maintains only nine four-year institutions capable of delivering accredited criminal justice degrees, creating measurable capacity constraints for rural high school seniors seeking local training pathways. The scholarship targets this constraint by reserving 55 percent of awards for applicants from counties with fewer than 10,000 residents and requiring recipients to complete at least one research project on South Dakota-specific justice issues, such as methamphetamine distribution networks on tribal lands or winter road enforcement logistics.
Applicants must submit a faculty-endorsed research proposal of 750 words alongside standard transcripts and citizenship documentation. The state requires projects to use South Dakota data sources, including Uniform Crime Reports filed with the South Dakota Division of Criminal Investigation. Awards total $5,000 per year and include a $1,500 research stipend disbursed upon approval of the project design by the South Dakota Attorney General's office.
Infrastructure limitations mean that broadband access for remote coursework remains inconsistent outside Sioux Falls and Rapid City; the program therefore permits recipients to fulfill service components through the state's existing interactive video network rather than in-person placements. South Dakota reports that 34 percent of recent recipients completed degrees while residing in counties without a four-year campus.
South Dakota requires demonstration of extreme rural delivery capacity due to frontier county designation, a requirement absent from Minnesota and Iowa program rules.
