The state's 66 counties include 34 designated frontier counties with fewer than six residents per square mile. Student teams must therefore budget for extended vehicle ranges and satellite data plans, both of which exceed urban national averages by 40 percent. Collaborative submissions must include letters from county commissioners confirming that proposed sampling routes avoid overlap with existing Department of Agriculture water-quality monitoring contracts.
Application realities include a single annual cycle aligned with the state fiscal year that begins July 1. Data-sharing agreements must reference the South Dakota Codified Laws on public records, which classify raw environmental datasets as open unless they contain landowner identifiers. Projects that exceed the cost threshold or omit frontier-county travel buffers are declined at the preliminary review stage.
South Dakota's combination of low population density and high per-mile field costs distinguishes it from Minnesota and Nebraska, where denser county networks allow shared equipment pools that reduce individual project expenses below the $187 benchmark.
