Applicants must submit a completed Tribal Consultation Form signed by the relevant tribal education department at least 60 days before the fellowship deadline.

Risk documentation centers on data sovereignty. Programs must state how student participation records will remain stored on servers located within South Dakota or on tribal land rather than transferred to out-of-state laboratory systems. The South Dakota Board of Regents audits these data plans annually, and fellowship proposals lacking an approved data governance addendum are returned without review.

Compliance also extends to transportation. Because many participating youth reside on the Pine Ridge, Rosebud, or Standing Rock reservations, proposals must include a transportation risk mitigation plan approved by the South Dakota Highway Patrol covering winter travel on state highways 18 and 73. Insurance certificates naming the fellowship administrator as additional insured are mandatory.

Unlike Montana or North Dakota, South Dakota requires that curriculum modules incorporating indigenous knowledge receive prior review by the state's Indian Education Advisory Council. This step ensures alignment with the South Dakota Oceti Sakowin Essential Understandings before any summer research placement occurs.

Final compliance verification includes a signed assurance that no federal or state funds will be used to supplant existing tribal education budgets, a requirement enforced through the South Dakota Department of Education's single audit process. Only after these layered compliance items are satisfied does the fellowship move an application forward to technical merit review.
