Grant Overview

South Dakota’s tribal health coordination challenges stem from nine sovereign nations operating under separate Indian Health Service contracts while sharing a single state Medicaid managed-care organization. Early-career researchers must provide evidence of prior consultation with at least one tribal health board before submitting an application.

Eligibility requires residency or employment within the state for a minimum of 24 months and completion of cultural-competency training approved by the South Dakota Department of Health. Applications are evaluated on the applicant’s ability to align proposed data-collection protocols with the state’s existing tribal epidemiology center reporting schedule.

Implementation plans must specify how the scholar will travel between Rapid City, Sioux Falls, and at least two reservation communities using existing IHS transportation schedules rather than new vehicle purchases. Salary support is capped at 50 percent to ensure the remaining funds cover community liaison stipends paid directly to tribal members.

South Dakota differs from North Dakota and Nebraska in that its tribal consultation requirements are embedded in statute rather than administrative guidance, forcing researchers to complete formal resolutions from tribal councils before any data sharing begins.
