South Dakota State University Extension maintains the primary technical assistance network, and reviewers expect documented consultation with that office.

Workforce constraints in South Dakota center on the limited number of agronomists with expertise in traditional Northern Plains crops such as amaranth, sunflower, and tobacco variants historically grown by Lakota and Dakota communities. Projects must therefore budget for either relocation of qualified personnel or structured training programs that build local capacity over the grant period.

Infrastructure limitations include the absence of commercial-scale processing facilities on most reservations, requiring applicants to identify off-reservation partners for initial processing while building on-reservation capacity.
