Capacity gaps specific to South Dakota Rural hospitals with 25 or fewer beds cannot support dedicated leadership development staff. Workforce data from the South Dakota Department of Health show that 38 percent of registered nurses in non-metro counties work in facilities without formal succession planning. Women in these settings must travel to Sioux Falls for most professional development programs, incurring costs that exceed typical hospital education budgets of $1,200 per employee annually.

Infrastructure constraints compound the issue. Broadband speeds below 25 Mbps in 29 counties limit participation in online leadership modules. The state's single public university system offers no graduate certificate in healthcare management outside the Sioux Falls campus, requiring women from western South Dakota to relocate temporarily or forgo advancement.
