South Dakota’s agricultural economy depends on real-time data access that remains unavailable across much of the state’s non-metro counties. The grant supports development of digital tools that deliver market prices, soil moisture readings, and weather analytics to farms operating outside the I-29 corridor. Without these tools, producers in the western half of the state face documented yield losses averaging 11 percent compared with connected operations.
Workforce constraints limit adoption. The South Dakota Department of Agriculture reports fewer than 900 certified precision agriculture technicians statewide, with 70 percent concentrated in the Sioux Falls and Rapid City areas. Remaining regions rely on seasonal consultants who travel from Minnesota or Nebraska, adding costs that small operations cannot absorb.
Broadband expansion grants require applicants to demonstrate that proposed digital platforms will function at 25 Mbps upload speeds, the minimum threshold established by the South Dakota Broadband Office for farm-level data uploads. Projects must also show integration with the state’s existing cooperative extension network rather than duplicating existing county office services.
Successful proposals map coverage gaps against 2022 agricultural census data and commit to training cohorts of at least 40 producers per service region within the first 18 months. The state’s sparse population density outside the Missouri River corridor makes centralized training centers impractical, so applicants must budget for mobile training units capable of operating on generator power during harvest windows.
Unlike North Dakota’s focus on sugar beet cooperatives or Nebraska’s emphasis on irrigation districts, South Dakota evaluates applications on their ability to serve dispersed cattle and row-crop operations simultaneously. This dual-commodity requirement distinguishes South Dakota proposals from those submitted in adjacent states.
