South Dakota maintains a thin pipeline of workers trained in cross-cultural facilitation, limiting the reach of student exchange programs outside Sioux Falls and Rapid City. High school students in counties east of the Missouri River encounter fewer exchange opportunities because most partner schools are located in the Black Hills or the I-29 corridor. Agricultural families report scheduling conflicts during planting and harvest seasons that prevent participation in semester-long placements.

Students from Tribal communities on the Rosebud and Pine Ridge reservations face additional constraints due to limited passport processing locations and travel funding. The 2022 state youth survey indicated that 37 percent of eligible 16- to 18-year-olds had never traveled outside the state.

The grant covers international airfare and host family stipends, removing the $2,800 average per-student cost that currently blocks participation. It also funds substitute teacher coverage so rural districts can release staff for required training without budget strain.
