Nonprofit organizations and tribal governments face this barrier most acutely. Agricultural producers in the James River Valley and Missouri River corridor also encounter elevated arsenic levels in irrigation wells, yet lack capital for treatment upgrades. Data from the Indian Health Service indicates that gastrointestinal illness rates on the Cheyenne River Sioux Reservation remain 2.8 times the state average, correlating directly with documented well-water quality.
Funding can address these constraints by supporting installation of point-of-use reverse osmosis units and construction of community-scale treatment facilities sized for populations under 2,000. Projects must supply water-quality testing results from South Dakota-certified laboratories at baseline and at 12-month intervals.
South Dakota's configuration of sovereign tribal lands adjacent to non-reservation counties creates delivery requirements distinct from those in Nebraska or North Dakota. Applications must specify how equipment and maintenance responsibilities will be allocated between tribal housing authorities and county governments, reflecting the legal separation of jurisdictions that does not exist in neighboring states with fewer reservation boundaries.
