Maintenance facilities are concentrated along the I-90 corridor, leaving western counties dependent on mobile repair contracts that average 72-hour response times. Tribal nations operate separate vehicle pools without data-sharing agreements with state transportation districts, resulting in duplicated mileage and underutilized vehicles during off-peak periods.
