Grant Overview
South Dakota's historical literacy outcomes for rural students are measured against baseline assessment scores collected by the state's 13 rural cooperatives. Current data show average pre-program scores of 42 percent on state-specific history items, with the largest deficits appearing in districts west of the Missouri River.
The target of a 30 percent improvement therefore requires camps that operate inside existing cooperative boundaries rather than creating new delivery sites. Camps must demonstrate use of local archives held by the South Dakota State Historical Society and tie lesson content directly to the 1861-1889 territorial period unique to this state.
These outcomes matter because South Dakota's population density of 11.3 persons per square mile produces the highest per-student transportation costs among plains states. Programs that fail to locate sessions within 45 miles of participant residences record attendance below 60 percent.
Implementation therefore centers on mobile archival kits and one-week residential formats hosted at existing cooperative facilities. Each proposal must include a letter from the cooperative superintendent confirming facility availability and a data-sharing agreement that allows pre- and post-assessment results to be reported to the South Dakota Department of Education.
South Dakota applications are distinguished from those in neighboring states by the requirement that at least half of instructional days occur on or adjacent to tribal land when the cohort includes students from the nine federally recognized tribes within state borders.
