South Dakota’s cultural heritage workshops must operate within the boundaries of the nine federally recognized tribes or the 14 counties that contain reservation land. The state Indian Education Advisory Council requires that language instructors hold certification from the tribal college serving that nation. Programs cannot pool participants across different tribal nations without separate tribal council resolutions for each group.
Workshops held on the Standing Rock Sioux Reservation must align with the tribal education code that mandates elder approval for curriculum involving oral histories. On the Pine Ridge Reservation, programs document coordination with the Oglala Sioux Tribe’s cultural affairs office to avoid scheduling conflicts with existing Wacipi events. East River counties without reservation land are ineligible unless the applicant provides a tribal resolution authorizing off-reservation delivery.
Funding requires submission of attendance logs that list each participant’s tribal enrollment number or Certificate of Degree of Indian Blood. South Dakota’s Department of Education audits these logs against tribal enrollment offices. Equipment purchased with grant funds becomes property of the tribal education department at the end of the project period. Unlike North Dakota applications, South Dakota requires that all instructional materials receive prior review by the specific tribal historic preservation officer for the nation involved.
