Implementation hinges on partnerships with the 13 tribal Head Start grantees and the state's network of 42 licensed family childcare homes. Successful applicants will co-locate literacy coaches inside existing WIC clinics in Brookings, Brown, and Pennington counties, where 63 percent of births to low-income mothers occur. Equipment budgets may include sets of dual-language books in Lakota and English to match the demographic profile of children on the Pine Ridge and Rosebud reservations.

Eligibility turns on documented agreements with at least one tribal government and one non-tribal school district. Reviewers reject applications that fail to account for winter travel disruptions on state highways 73 and 63.

South Dakota's review criteria differ from those in Nebraska because applicants must certify compliance with the state's 2021 administrative rule on teacher-child ratios in mixed-age infant-toddler rooms, a rule that imposes stricter square-footage requirements than Nebraska's equivalent regulation.
