Grant Overview
South Dakota’s 2022 Census of Agriculture counted 31,800 farms, 68 percent of which are operated by individuals over age 55. The state’s youth population between 16 and 24 is the smallest in the nation on a per-farm basis, and only 9 percent of that cohort currently participates in any formal business-skills program. High-school graduation rates in the nine westernmost counties average 81 percent, yet postsecondary enrollment lags the national figure by 19 points.
These counties rely on a single community college campus each and limited broadband that drops below 25 Mbps during peak agricultural seasons. Without local mentorship pipelines, young residents who complete the University of South Dakota’s entrepreneurship certificate frequently relocate to Sioux Falls or out of state.
Funding criteria therefore require applicants to locate at least two-thirds of workshop hours inside counties whose population density is below six persons per square mile. Proposals must also show that participating youth will receive access to the South Dakota Department of Agriculture’s Beginning Farmer Program loan guarantees within 12 months of program completion.
South Dakota reviewers additionally verify that the applicant has secured commitments from local elevators, implement dealers, and rural electric cooperatives to serve as internship hosts. This infrastructure test ensures that program capacity is built where existing workforce development offices are more than 90 miles away.
