Grant Overview

South Dakota seeks measurable gains in adult and child literacy rates within the nine counties containing the state's federally recognized tribal reservations. Census data indicate that 31 percent of adults on these reservations lack a high school credential, compared with 8 percent statewide. Family literacy interventions therefore prioritize measurable increases in English reading proficiency for parents and school-aged children simultaneously.

These outcomes matter because South Dakota's sparse population and long travel distances limit access to conventional adult education centers. Families residing more than 60 miles from the nearest public library face documented participation barriers. The state's 2020–2022 American Community Survey shows that Indigenous households in these counties report 2.4 times the national average rate of children entering kindergarten without prior literacy exposure.

Implementation requires grantees to operate through existing tribal education departments or South Dakota public libraries that hold formal agreements with the Oglala Sioux, Rosebud Sioux, or Cheyenne River Sioux tribal governments. Curriculum must incorporate Dakota or Lakota language elements at a minimum of 20 percent of instructional time. Progress is tracked through pre- and post-assessments using the Test of Adult Basic Education and state kindergarten readiness inventories, with quarterly reporting to the South Dakota Department of Education.

South Dakota's combination of frontier county geography and concentrated tribal land holdings requires program designs that differ from those in neighboring states lacking equivalent reservation structures.
