Eligibility Criteria for South Dakota Native American Youth Leadership Funding
South Dakota recognizes nine tribal nations whose enrolled membership totals approximately 72,000 individuals under 24 years of age. State statute SDCL 13-20-38 requires that leadership programs operating on or adjacent to reservations obtain a resolution from the tribal council before applying for external grants. Programs must also register with the South Dakota Indian Education Advisory Council, which reviews curricula for alignment with tribal language and history standards.
Applicants must document that at least 60 percent of participants are enrolled members of a South Dakota tribe and that programming occurs within the boundaries of one of the nine reservations or in Rapid City or Sioux Falls census tracts with documented Native populations above 15 percent. Fiscal agents must be either a tribal government entity or a 501(c)(3) with a current tribal resolution on file.
Application packets require submission of the most recent tribal enrollment verification list and a letter from the tribal education department confirming no duplication with existing Bureau of Indian Education programs. South Dakota differs from North Dakota in requiring separate approval from the state Office of Indian Education in addition to tribal consent, reflecting distinct jurisdictional boundaries established under the 1978 Indian Child Welfare Act implementation agreements.
