South Dakota's Rural Broadband Access Barriers for Education
South Dakota encompasses 66 counties where 43 percent of K-12 students live in areas classified by the FCC as lacking 25 Mbps download service. The state's nine tribal reservations and 314 school districts outside the Sioux Falls and Rapid City metropolitan areas report average student-to-device ratios of 3.2:1 when connectivity is unreliable.
Students in counties such as Dewey, Corson, and Ziebach face the most acute gaps. These counties border the Missouri River and contain large portions of the Cheyenne River and Standing Rock reservations. South Dakota Department of Education testing data shows a 19-point proficiency gap in math between students with consistent home broadband and those without.
Nonprofit applicants must demonstrate partnerships with at least one South Dakota telecommunications cooperative holding Eligible Telecommunications Carrier status. Proposals require mapping of unserved locations using the state's broadband map updated in 2023 and must commit to serving households where at least 55 percent of students qualify for free or reduced-price lunch.
Unlike Nebraska or North Dakota applications, South Dakota requires proof that projects will not duplicate service areas already funded through the state's ConnectSD program or the FCC's Rural Digital Opportunity Fund. Budgets must include line-item costs for middle-mile fiber construction on tribal trust land and show approval from the relevant tribal utility authority.
Implementation demands coordination with the South Dakota Board of Regents for dual-credit course delivery once connectivity is established. Quarterly reports must include student login data disaggregated by reservation and non-reservation rural status.
Workforce limitations include a shortage of certified network technicians. The South Dakota Department of Labor lists 187 unfilled broadband-related positions in the western half of the state. Proposals must therefore include training stipends for local residents through the state's registered apprenticeship program.
