Grant Overview

South Dakota’s scholarships for aspiring fire chiefs target leadership coursework that addresses the state’s sparse population distribution and long response distances. Counties west of the Missouri River operate under different mutual-aid structures than those in the eastern river valley, requiring applicants to map coverage gaps before applying.

Most departments consist of volunteer or paid-on-call personnel serving populations below 5,000. These departments report higher turnover among officers because advanced training often requires travel to Sioux Falls or Rapid City, incurring costs that local budgets rarely cover.

Eligibility requires current membership in a South Dakota fire department, completion of Firefighter I and II, and submission of a department succession plan signed by the current chief and municipal or county governing body. The plan must identify the applicant’s expected role within 36 months.

Approved expenditures include tuition for command and management courses at the South Dakota Firefighters Association or accredited out-of-state programs when in-state equivalents are unavailable. Reimbursement also covers per-diem for required field exercises on tribal lands or at the Black Hills National Forest.

Statewide incident data show that departments with at least one chief officer holding Incident Command System 400-level training experience 31 percent fewer extended-duration events. Scholarships therefore prioritize applicants whose departments have recorded incidents exceeding four hours during the prior five years.

Awards are disbursed in two installments, with the second contingent on submission of course completion certificates and a brief after-action summary presented to the South Dakota Fire Marshal’s office.
