South Dakota's Rural Legal Practice Landscape
South Dakota contains 66 counties, 44 of which have fewer than 10,000 residents. Legal practitioners in these counties often serve as the sole source for oral accounts of 20th-century changes in water law, tribal jurisdiction, and probate procedures. Collection of these narratives requires travel over distances averaging 120 miles between county seats.
Infrastructure and Workforce Constraints
Broadband service reaches only 68 percent of rural addresses, so interviews must be conducted in person and recordings transferred via encrypted external drives rather than cloud upload. The state has no law-school oral-history program; the sole institutional partner is the South Dakota State Historical Society, which maintains one full-time archivist for audiovisual materials.
Readiness Requirements for Oral History Projects
Applicants must demonstrate prior experience with Institutional Review Board protocols for living subjects and provide a storage plan that meets the Historical Society's minimum 4K video standard. Budgets must include vehicle mileage at the state rate and per-diem for overnight stays in counties without commercial lodging. Projects that propose remote interviews or reliance on university libraries in Sioux Falls or Rapid City fail initial technical review.
South Dakota differs from neighboring Nebraska and North Dakota in its combination of sparse population and single statewide historical society, requiring applicants to show they can complete fieldwork within one field season rather than multiple regional visits.
