State higher education reports show that only three campuses currently offer integrated modules combining Indigenous knowledge of local plant chemistry with standard organic curricula. Early-career faculty at the remaining institutions therefore start without existing models for culturally aligned instruction.

At tribal colleges such as Sinte Gleska University or Sitting Bull College, chemistry faculty typically hold joint appointments covering mathematics and general science, limiting time for specialized curriculum development. The state's geography further constrains access, with the nearest commercial chemical suppliers located 200 to 400 miles from several reservations. These conditions produce lower rates of student persistence into upper-division chemistry courses compared with the two state research universities in Brookings and Vermillion.

The Culturally Relevant STEM Education Program grant requires applicants to submit letters of support from the tribal education department of at least one South Dakota-based tribe. Proposals must specify how Indigenous knowledge components will be developed in collaboration with tribal elders and how materials will be reviewed for cultural accuracy. Budgets may include travel costs for faculty to attend tribal college consortium meetings held in Pierre or Rapid City. Reviewers evaluate whether projects directly address enrollment and completion gaps documented in the South Dakota Board of Regents' annual STEM pipeline report.

Award conditions include annual data submission on the number of students from tribal high schools who complete the new modules and subsequently declare chemistry or related majors. The grant period requires participation in one state-level meeting convened by the South Dakota EPSCoR office rather than external conferences.
