Readiness also encompasses formal agreements with tribal councils specifying data sovereignty provisions and intellectual property ownership of curriculum materials developed under the grant. Organizations must provide current memoranda of understanding with at least one Bureau of Indian Education school or tribal college.
South Dakota's requirements differ from those in neighboring Nebraska and North Dakota because they mandate explicit tribal council resolutions rather than letters of support alone. Funded programs must submit quarterly reports using the state's standardized cultural program metrics, including pre- and post-program language proficiency assessments.
