Outcome metrics required in applications include number of units delivered at or below 60 percent of area median income, square footage per unit, and energy-efficiency ratings under the state-adopted building code. Grantees must report occupancy data at 12 and 24 months post-completion using authority-provided templates.
Implementation requires formal memoranda with local housing authorities confirming land acquisition timelines and utility connection fees. Partnerships must demonstrate cash or in-kind commitments covering at least 25 percent of total development cost. South Dakota reviewers examine whether proposed sites lie inside municipal limits where water and sewer capacity has been certified by the Department of Environment and Natural Resources.
