Reservation broadband penetration averages 47%, and existing digital archives reside on servers located outside state jurisdiction, creating latency and sovereignty concerns for tribal cultural departments.

The Standing Rock, Pine Ridge, and Rosebud reservations together account for 62% of the state’s Native language documentation backlog. Tribal colleges report insufficient GPU capacity to train speech-recognition models on 400 hours of Lakota and Dakota audio collected over the past decade.

The technology support grant allocates dedicated GPU partitions and object-storage buckets hosted in-state to satisfy tribal data-sovereignty resolutions. Cloud credits cover fine-tuning of wav2vec2 models on tribal college hardware with on-premise inference endpoints.

Technical assistance includes letters of support conditioned on co-ownership of model weights by the tribal college and the South Dakota Board of Regents. Proposals must reference the 2021 tribal resolution requiring all language data to remain within the exterior boundaries of the reservation or at state-supported facilities under joint governance.

Unlike North Dakota or Nebraska tribal programs that accept off-reservation commercial cloud storage, South Dakota applications must demonstrate physical server placement either on tribal land or at the state’s designated research network node in Brookings.
