Grant Overview

South Dakota’s 68,000 veterans are split between the eastern Missouri River counties containing Sioux Falls and the western counties anchored by Rapid City. The state reports the highest percentage of veterans living more than 60 miles from any mental-health provider. Existing VA clinics operate only in Sioux Falls, Rapid City, and Hot Springs, leaving 23 counties without fixed facilities.

Rural-Urban Split in South Dakota

Grant applications must present separate service-delivery plans for the eastern third versus the western two-thirds of the state. Eastern proposals require coordination with the Sioux Falls VA Health Care System; western proposals must reference agreements with Indian Health Service units on the Pine Ridge and Rosebud reservations, where veteran status overlaps with tribal enrollment.

Infrastructure Constraints

Broadband penetration in western counties stands at 61 percent, versus 89 percent east of the Missouri. Any collaborative health-services model must budget for satellite-enabled telehealth carts and mobile diagnostic units capable of operating on gravel roads during winter months.

Workforce Composition

South Dakota’s veteran population skews older, with 34 percent aged 65 or above. Workforce data from the South Dakota Department of Labor show shortages of licensed clinical social workers outside the two largest cities. Funded projects must therefore include training stipends for local peer-support personnel rather than relying on recruitment from out of state.

Readiness Requirements

Applicants must document memoranda of understanding with at least two of the state’s four community health centers and the South Dakota National Guard. Budgets require explicit allocation for winter vehicle modifications and satellite data plans. Unlike North Dakota applications, South Dakota requires demonstration of extreme rural delivery capacity due to frontier county designation.
