Programs must operate in counties where the Native American population share exceeds 25 percent and demonstrate recruitment pipelines from tribal colleges. Budget narratives are required to allocate at least 35 percent of funds to instructor stipends calibrated to South Dakota's prevailing wage for cultural specialists rather than standard teaching rates.
Application reviewers examine whether the organization maintains a physical site within a 30-mile radius of the participating tribal nation headquarters and can produce letters of support from the relevant tribal education department. South Dakota's frontier county designation imposes additional vehicle-mileage documentation requirements that do not apply in neighboring states with denser road networks.
