South Dakota Workforce Requirements for Landmark Documentation
South Dakota applications open with a workforce capacity statement that quantifies the number of trained digital archivists residing west of the Missouri River. The state currently lists 14 individuals holding graduate credentials in digital preservation, nine of whom are based in Sioux Falls or Rapid City, leaving the 38 counties of the western region with zero resident specialists. Projects must therefore budget for relocation stipends or remote training delivered through the South Dakota State Historical Society's existing videoconference network.
These workforce numbers intersect with the state's 77,000 square miles and 1.2 persons per square mile average density. Field teams documenting sites along the 1880s Deadwood to Pierre stage routes must travel 120–180 miles between county courthouses that still hold original homestead ledgers. Applicants must submit vehicle logs from prior projects showing that one researcher can cover no more than two counties per week during winter months when gravel roads close.
Implementation therefore requires a tiered staffing model. Phase one deploys one senior archivist from the State Historical Society to train two local residents per participating county in basic metadata standards. Phase two shifts to remote quality control using the state's 89 percent broadband coverage in towns above 2,500 residents, while acknowledging that 14 percent of rural addresses still lack reliable upload speeds for large image files.
South Dakota's combination of extreme rural distances, single-digit winter temperatures, and thin archival labor pool distinguishes it from Montana or Nebraska documentation projects. Budgets that assume metropolitan staffing levels or continuous field access are rejected.
