South Dakota maintains fewer than 15 institutions with dedicated textile storage space, most located in Sioux Falls and Rapid City, leaving eastern and western rural counties without climate-controlled facilities. Capacity gaps appear in the absence of on-site conservators trained in wool and hide treatment, materials common in Northern Plains collections.
Workforce constraints stem from the small number of graduates from the state's two museum studies programs, many of whom relocate after training. Transportation limits further restrict movement of fragile Lakota and Hutterite garments between reservations and the single university conservation laboratory in Brookings.
Readiness requirements include proof of existing freezer space for insect treatment and a written agreement with a South Dakota-certified electrician for humidity control upgrades. Proposals must list at least two in-state partners, such as county historical societies, that can provide secure interim storage.
Implementation plans must reference broadband speeds available at the storage site, since digitization uploads of high-resolution images require consistent 50 Mbps or higher connections found only in larger municipalities. Grants fund purchase of portable environmental monitors rather than permanent construction.
Successful applications quantify the number of textile items currently held in non-climate-controlled buildings in counties such as Corson or Bennett and project a reduction in mold risk after one year of funded monitoring. Unlike states with multiple university labs, South Dakota projects must demonstrate that all conservation steps occur within existing state facilities.
