South Dakota requires 501(c)(3) organizations applying for telehealth autism therapy funds to maintain current licensure with the South Dakota Board of Examiners for Psychologists or Board of Social Work Examiners and to document active enrollment as a Medicaid provider under the state's School-Based Services program. At least 60 percent of proposed service hours must target counties classified as frontier by the South Dakota Department of Health, which excludes the Sioux Falls and Rapid City metropolitan statistical areas.
Applications must include a technology assessment confirming that proposed platforms meet HIPAA requirements and function at upload speeds of 10 Mbps or higher in the target service area. Providers must also submit letters from local school districts confirming that telehealth sessions can be scheduled during the school day without conflicting with existing special education staffing ratios mandated by state administrative rule.
The state does not permit out-of-state telehealth providers to bill Medicaid for autism services unless they hold a South Dakota license and maintain a physical office within state borders for at least one day per month. Reviewers score applications on the percentage of planned sessions that can be delivered without requiring families to travel to a clinic site, with higher scores given to plans demonstrating backup in-person capacity within 90 miles for families who lose connectivity.
Quarterly reports must separate utilization by American Indian reservation residents versus non-reservation residents to align with state Medicaid reporting categories. Unlike neighboring states, South Dakota caps administrative costs at 12 percent and requires that any hardware purchased with grant funds remain property of the school district rather than the nonprofit.
