Risk mitigation includes mandatory liability insurance coverage of at least $1 million per occurrence and submission of participant consent protocols reviewed by the South Dakota Department of Health. Failure to maintain these standards results in immediate funding suspension.

South Dakota requires quarterly compliance reports filed through the state's grants management system, with on-site verification visits scheduled at least twice during the grant period. Neighboring states do not impose equivalent frontier county documentation or reservation coordination mandates.
