South Dakota’s 2022 agricultural census counts 31,800 farms, 92 percent operated by individuals over age 45. The Civic Engagement in Agriculture initiative channels grant resources into measurable increases in young-farmer participation on county planning boards and state commodity commission elections.
South Dakota Young Farmer Policy Participation The average age of South Dakota county commissioners serving on planning and zoning boards exceeds 62 years. Only 11 of 66 counties report a voting member under 40 who lists primary occupation as farming or ranching. These figures come from South Dakota Association of County Officials rosters and the 2023 state election canvass.
South Dakota’s dispersed population and single-member legislative districts create different engagement barriers than those in Minnesota or Nebraska, where urban-adjacent districts allow easier access to evening meetings.
Workforce and Advocacy Constraints Young operators manage 14 percent of South Dakota cropland yet hold fewer than 4 percent of seats on the 12 statewide commodity checkoff boards. Training curricula must therefore include Roberts Rules of Order, state open-meeting statutes, and commodity assessment statutes rather than generic leadership modules.
Implementation Requirements Eligible applicants operate in counties with median farm size above 1,200 acres and at least 18 percent population loss since 2010. Proposals document a minimum of six participants under age 40 who commit to attending three county-level meetings during the award period. Awards support travel stipends and data subscriptions to state legislative tracking services; equipment purchases remain ineligible.
