Geographic isolation compounds the issue: many districts lie more than 90 miles from the nearest state college offering relevant coursework. Economic data from the South Dakota Department of Labor shows limited local talent pools for curriculum developers outside Rapid City and Sioux Falls.

The funding addresses these gaps by requiring applicants to document partnerships with at least two South Dakota school districts and one tribal college. Proposals must include sample lesson plans aligned with both state standards and tribal language preservation priorities. Reviewers evaluate whether budgets allocate resources for travel across the state's 77,000 square miles of rural roads rather than relying on digital delivery alone.

Entities already operating under contracts with the South Dakota Indian Education Advisory Council receive scoring advantages. Unlike applications from Montana or Nebraska, South Dakota submissions must verify that all materials undergo review by the state's Oceti Sakowin review committee before classroom use.
