South Dakota applicants for Lakota arts programming must maintain compliance with tribal historic preservation office review procedures on each of the nine reservations. Application requirements include submission of a risk mitigation plan detailing storage protocols for ceremonial items and insurance coverage for events held on trust land. Realities of implementation show that projects on the Pine Ridge and Rosebud reservations require coordination with tribal transportation departments due to limited road access during winter months. Fiscal agents must be registered with the South Dakota Secretary of State and maintain a physical address within the state.

Fit assessment examines whether proposed youth workshops align with South Dakota Department of Education standards for cultural electives offered in the 13 western counties. Programs must demonstrate capacity to serve students across the 77,000 square miles of reservation land where population density falls below 4 persons per square mile.
