South Dakota maintains the third-lowest population density in the contiguous United States, with 10.7 persons per square mile outside the Sioux Falls and Rapid City urbanized areas. This creates pronounced differences in senior safety exposure between the 21 eastern counties east of the Missouri River and the 25 western counties dominated by ranching and tribal lands.

Seniors in the western counties travel an average of 47 miles to the nearest full-service law enforcement facility, while eastern county seniors average 9 miles. Highway fatality rates for drivers over age 65 in the western region run 2.8 times the state average according to South Dakota Department of Public Safety data.

Neighborhood Safety Audits for South Dakota Seniors

Audit teams must include representation from both tribal law enforcement where applicable and county sheriffs, with data collection protocols aligned to the South Dakota Highway Patrol's crash reporting system. Eligible applicants are limited to entities registered with the South Dakota Secretary of State and holding current vendor status with the state procurement office.

South Dakota differs from neighboring Nebraska and Wyoming because its nine tribal reservations create separate jurisdictional audit layers that require explicit coordination with tribal councils before any safety recommendation can be implemented on reservation land.

Data and Recommendation Standards in South Dakota

Final reports must map safety deficiencies against the state's 2022 rural addressing database and produce recommendations costed using current South Dakota Department of Transportation unit prices.
