Census figures indicate fewer than 2,000 fluent speakers under age 30 across the state, concentrated in Oglala Lakota and Rosebud counties.

Public schools on reservations operate under distinct federal funding streams that limit discretionary spending on language-immersion staffing. Limited broadband in Dewey and Ziebach counties restricts access to digital language archives maintained by tribal colleges.

The fellowship enables ten-month examination of South Dakota Department of Education enrollment files alongside tribal education agency records to measure immersion-program dosage effects on student attendance and proficiency scores. Scholars must demonstrate prior fieldwork or data-use agreements with at least one South Dakota tribal nation.

Proposals that incorporate geospatial analysis of speaker density relative to school district boundaries align with the foundation's emphasis on rigorous spatial methods.
