Grant Overview

South Dakota’s frontier counties contain the largest concentration of undigitized Lakota and Dakota winter counts, oral history transcripts, and mission school ledgers outside federal repositories. These materials sit in tribal archives and small historical societies with no dedicated climate-controlled storage and limited staff trained in Encoded Archival Description.

Workforce constraints are acute: the state lists only 14 certified archivists statewide, nine of whom are employed in Sioux Falls or Rapid City. The remaining five cover the nine tribal nations and 56 non-reservation counties. Broadband service reaches 71 percent of reservation households, yet upload speeds above 10 Mbps are available in fewer than one-third of those locations, directly limiting remote editorial collaboration.

Applicants must demonstrate that at least 40 percent of project labor hours will be performed by enrolled tribal members holding either a certificate in digital preservation or equivalent experience verified by the tribal historic preservation officer. Budgets require separate accounting for travel across the Missouri River, where ferry schedules and winter road closures extend transit times between Pine Ridge and Pierre to nine hours.

The South Dakota State Historical Society requires pre-approval of any metadata schema that references sacred sites or ceremonial practices. Projects that incorporate elder review of draft editorial notes prior to public release have cleared compliance review in a single cycle, whereas those lacking this step have required resubmission. Readiness is measured by submission of a letter from the relevant tribal council confirming physical custody transfer procedures and a data-recovery plan tested within the preceding 12 months.
