With nearly 700 children in foster care at any given time, the state grapples with the challenge of supporting the educational needs of this population. Statistics indicate that these children rank among the lowest in academic achievement, with limited access to consistent schooling and specialized resources. This educational gap poses long-term risks, making tailored support essential for fostering successful futures.

The affected demographics primarily include Native American children, who comprise about 50% of the state's foster care population.
