Grant Overview
South Dakota’s nine federally recognized Sioux tribes operate cultural heritage programs across reservations that together comprise 15 percent of the state’s land area. Workforce shortages are acute: the state’s only tribal college, Sitting Bull College, graduates fewer than eight students per year with museum or archives credentials. This creates measurable gaps in the number of certified tribal archivists available to manage collections held at tribal historic preservation offices.
Workforce Requirements in South Dakota
Applications must identify at least two enrolled tribal members who will receive paid training stipends and who commit to remaining employed by the applicant organization for 24 months after the grant period. Proposals that rely on out-of-state consultants receive lower scores unless they include a documented plan to transfer skills to local staff.
Sioux Tribes’ Cultural Heritage Programs
Traditional ecological knowledge integration requires coordination with tribal councils that hold authority over curriculum content. Applicants must attach resolutions from the relevant tribal education department confirming that lesson plans will incorporate Lakota or Dakota terminology approved by the tribal language preservation office. Because reservation broadband is limited, projects must budget for printed materials and in-person delivery rather than online modules.
South Dakota requires applicants to coordinate with the state’s Indian Education Advisory Council before submission. Unlike North Dakota applications, South Dakota mandates that all data collected on student cultural knowledge be stored on servers physically located within the state and subject to tribal data sovereignty agreements.
Implementation Approach
Quarterly progress reports must include anonymized pre- and post-assessments of student familiarity with specific traditional practices. Budgets are required to allocate no more than 25 percent to travel outside the state.
