South Dakota targets measurable reductions in emergency-department boarding days for individuals experiencing mental health crises after first responders complete crisis-intervention training. State health data show that 34 of South Dakota’s 66 counties recorded more than 90 involuntary mental-health holds per 10,000 residents in 2022, nearly double the rate reported in neighboring North Dakota.

These outcomes matter because South Dakota’s single state psychiatric hospital in Yankton operates at 112 percent of licensed capacity, making timely de-escalation by local law enforcement and EMS the primary mechanism for diverting individuals from inpatient admission.

Counties along the Missouri River corridor and the Pine Ridge and Rosebud reservations record the highest transport distances to any licensed mental-health facility, increasing the practical value of training that enables officers to resolve incidents on scene.

Implementation begins with a 40-hour curriculum approved by the South Dakota Law Enforcement Officers Standards and Training Commission. Agencies must certify that at least 60 percent of road patrol personnel complete the course within 18 months and submit quarterly data on hold rates and transport times to the South Dakota Department of Social Services.

The funding notice requires applicants to document existing relationships with the state’s 14 community mental-health centers so that referral protocols can be activated within two hours of an incident. South Dakota reviewers reject applications that list only national hotlines without signed local agreements.

Unlike North Dakota applications, South Dakota requires evidence that training materials have been adapted for tribal jurisdictional realities on the state’s nine federally recognized reservations, because state authority to compel treatment ends at reservation boundaries.
