South Dakota applicants encounter barriers created by the state's low population density and limited number of climate-controlled storage facilities west of the Missouri River. Organizations seeking support for Native Sioux language and material culture projects must first document that proposed workshops will occur in counties where the nearest accredited conservation lab exceeds 150 miles.

Sioux tribal colleges and historical societies must supply data showing that existing broadband connections cannot support high-resolution imaging of beaded regalia or ledger art without new infrastructure investment. Graduate students must prove residency in one of the nine counties designated as frontier by the state health department and must commit to delivering instruction in community centers lacking permanent museum space.

The funding mechanism requires applicants to budget for portable climate control units because permanent facilities meeting Smithsonian standards exist only in Sioux Falls and Rapid City. Review criteria examine whether digital language resources will function on satellite connections common on the Standing Rock and Pine Ridge reservations.

These conditions arise from South Dakota's 77,000 square miles and the fact that 23 counties have fewer than three persons per square mile. Projects addressing Lakota or Dakota material culture succeed when they incorporate mobile documentation teams rather than fixed exhibition venues.
