South Dakota’s mobile-home energy diagnostics program addresses compliance risks created by the state’s 19,400 pre-1976 manufactured homes, many sited on private land in counties that lack building-permit records. State housing data indicate that 41 percent of these units are occupied by households with incomes below 150 percent of poverty, and average propane expenditures exceed $2,400 annually in the 23 counties classified as frontier.
These compliance risks arise because many units predate federal manufactured-home standards and sit outside municipal jurisdictions where code enforcement occurs. Diagnostic teams must therefore document both energy deficiencies and structural safety items such as improper skirting that allows frozen pipes, a documented cause of insurance claim denials in 14 northern counties.
The funding supports mobile diagnostic teams equipped with blower-door and infrared equipment that generate compliance reports acceptable to USDA Rural Development and state LIHEAP administrators. Reports will include cost estimates for measures that meet both energy savings thresholds and state floodplain elevation rules applicable to Missouri River counties.
Teams will operate from three regional hubs in Pierre, Rapid City, and Sioux Falls, with routing prioritized by the South Dakota Housing Development Authority’s list of counties having the highest ratio of pre-1976 units per capita. Each assessment will record whether the unit meets or fails current federal tie-down requirements, creating a compliance dataset for future program design.
Unlike Nebraska applications, South Dakota requires explicit documentation of tribal land constraints because 14 percent of eligible mobile homes are located within the boundaries of the nine federally recognized tribes. Diagnostic protocols must therefore incorporate tribal housing authority review before any physical modifications are recommended.
