This restricts crop selection and requires raised-bed construction that increases per-plot costs by an estimated 40 percent.
The primary populations encountering these constraints are low-income households in Sioux Falls census tracts 4, 5, and 11, where 22 percent of residents lack access to a personal vehicle and 18 percent report food insecurity according to Feeding South Dakota’s 2022 survey. These tracts also show the lowest rates of home ownership, limiting residents’ ability to install private gardens.
Funding addresses the barrier through support for centralized, ADA-compliant garden sites on city-owned land in southeast Sioux Falls. Eligible recipients must secure a five-year lease from the Sioux Falls Parks and Recreation Department and demonstrate capacity to install soil amendments that meet South Dakota State University Extension soil test recommendations.
Proposals must include a frost-protection plan that references South Dakota State University’s documented recommendations for season-extension hoop houses. Budgets may allocate up to 35 percent of total funds for these structures. South Dakota does not fund general education sessions; all expenditures must tie directly to plot preparation and water access infrastructure.
Applications require a letter from the Minnehaha County Conservation District confirming that proposed sites will not conflict with existing urban drainage ordinances. This requirement is unique to South Dakota’s county-level review process.
