Grant Overview

South Dakota contains nine counties designated as frontier, each with population density below six persons per square mile. Within these counties, Native American youth represent 42 percent of the population under age 18 yet account for only 9 percent of licensed mental health providers. A culturally relevant youth mentoring program must therefore demonstrate that mentors share tribal enrollment or are approved by the tribal council of the service area.

Nonprofits must hold current registration with the South Dakota Secretary of State and provide a tribal resolution or letter of support from the appropriate tribal education department when serving reservation lands. Application budgets require line items for per diem payments that align with the federal rate for the Pine Ridge and Rosebud areas and must document vehicle insurance that covers travel on Bureau of Indian Affairs roads.

The South Dakota Department of Education publishes annual graduation rates disaggregated by American Indian status. Programs targeting districts where the gap exceeds 18 percentage points must attach the most recent cohort data and describe how cultural curriculum units will be aligned with Oceti Sakowin Essential Understandings. Quarterly reports include mentor contact hours and participant school attendance extracted from district records.

South Dakota differs from North Dakota and Nebraska by requiring that all program materials be reviewed by the tribal historic preservation office when they reference oral histories or sacred sites.
