South Dakota's Native American youth face documented outcome gaps tracked through the Department of Social Services. 2022 vital statistics list suicide as the leading cause of death for residents aged 10-24 on tribal lands, at 4.8 times the state average.

Target Outcomes with South Dakota Context The funding supports projects that produce county-level trend tables for Indian Health Service catchment areas and link them to state Medicaid behavioral health claims. Proposals must include a memorandum of understanding with at least one tribal health director for data sharing that complies with 42 CFR Part 2.

Why These Outcomes Matter in South Dakota Statewide, Native American youth comprise 12% of the population under 18 yet account for 41% of out-of-home placements reported by the Department of Social Services. Economic instability is concentrated in counties where the largest employer is a single casino or Bureau of Indian Affairs facility. Reporting that omits these employment concentrations fails technical review.

Implementation Approach Teams must schedule pre-application calls with the South Dakota Division of Behavioral Health to confirm access to de-identified crisis-response data. Unlike Montana, South Dakota requires explicit consent language in source agreements for any use of tribal court records. Applications that list specific tribal college media programs as distribution partners receive additional points.
